Spearheaded project controls team size of 16 persons with functional roles in planning, cost control, change management, document control and procurement.  Executed and Closed FEED phase of the Project. Validated and approved PM deliverables such as Level 3 Schedule, Level 3 Cost Estimate, Front-end engineering design for major facilities/systems, LLI list of deliverables.  Negotiated EPC Contract with major Stakeholders. Established and co-led Scope change for EPC utilizing consolidated Change Management process. Project Scope was revamped by 800 mln/USD without a reduction in quality.
